Mr Heston Kwong
Head, Emergency Response and Information Branch & Head of Information Technology Management Team, Department of Health, The Government of Hong Kong Special Administrative Region
    Murdoch University Alumnus
    Hong Kong based

My achievement has been on communicable disease prevention and control and building essential healthcare infrastructure for Hong Kong.

On prevention and control, I had been the field epidemiologists in the Avian influenza pandemic in 1997 and SARS pandemic in 2003, working with US CDC and WHO. I built the electronic epidemic investigation system and represented Hong Kong government to win the champion on eHealth stream of the Stockholm IT Challenge Award. The system was improved and become Communicable Disease Information System, used for everyday outbreak and epidemic.

On healthcare system infrastructure, I conducted a comprehensive review and design for all IT systems for the Department of Health and advised on the infrastructure and organization of IT departments on public health stream, clinical stream, regulatory stream and administrative stream. Development work is now on progress.

I had also been the key person in developing the territory-wise Electronic Health Record Sharing System of the HK Government and had led a team of pharmacists and IT experts in building the Medication Terminology Module for use in all healthcare institution on electronic health records. On drug import, I advised and designed the Drug Import and Export IT system for paperless permit and permit application.
